This looks to be new old stock..
Im not the original owner so i dont know its history..
Unit does have shelf wear as shown in photos..
The bell looks to be made of brushed aluminum.  Dont hold me to that, but that is what i think it is.
The wind up mechanism does wind as its supposed to. Thats as far as i went for testing..
